Elke Groterhorst Pacheco


Elke Groterhorst Pacheco assumed the position of Executive Vice-President of FONPLATA in March 2026. She brings more than two decades of experience in the capital markets, leading investment management strategies and financial modernization initiatives within multilateral development agencies.

Prior to her appointment, she served as Senior Portfolio Manager in the Inter-American Development Bank (IDB), where she oversaw the management of the Bank’s liquidity portfolios and the reserves of central banks participating in the CAsA program. In her capacity, she also advanced innovation, digitalization, and operational efficiency initiatives across treasury functions.

From 2013 to 2022 she held several leadership positions in FONPLATA, including Head of Financial Programming and Capital Markets and Head of Treasury. Her contributions were instrumental in the Institution’s transformation, supporting the achievement of its first credit ratings, its inaugural bond issuances in international markets, and the strengthening of its technical teams.

A Bolivian national, Groterhorst holds a master's degree in international relations from Johns Hopkins University and a bachelor's degree in economics from the University of São Paulo (USP). She has also completed specialized studies in finance, capital markets, and public management.
