FONPLATA and ICLEI Strengthen Technical and Financial Cooperation
FONPLATA and ICLEI — South America formalized their strategic alliance by signing a Memorandum of Understanding (MoU) on Thursday, November 13, at the ICLEI Pavilion at COP30. The document was signed by Luciana Botafogo, Executive President of FONPLATA, and Rodrigo Corradi, Deputy Executive Secretary of ICLEI — South America, with the aim of promoting joint initiatives in local climate finance, territorial planning, and sustainable development at the subnational level.
The agreement establishes the foundation for active cooperation between both institutions, focused on identifying priority green projects, strengthening technical capacities in local governments, and sharing specialized knowledge. It also seeks to facilitate access to innovative financial instruments—such as climate funds, guarantees, and blended finance—helping cities and regions to design and implement larger-scale, higher-quality climate projects. The MoU further provides for joint participation in international forums, the development of methodologies and pilot projects, and the promotion of best practices in urban sustainability and climate resilience.
Following the signing, ICLEI organized a roundtable discussion entitled Subnational Financing for Climate and Sustainable Development. Luciana Botafogo delivered the opening remarks, emphasizing the importance of coordinating efforts among development banks, city networks, and local governments to address climate challenges in a unified manner. Raphael Lenzi, Senior Specialist in Strategic Alliances at FONPLATA, offered a technical perspective on green financing opportunities and the key role of subnational governments in implementing sustainable solutions at the territorial level.
Through these actions, FONPLATA and ICLEI reaffirm their commitment to inclusive, low-emission, and resilient urban development, promoting a climate agenda that prioritizes local action and regional cooperation as fundamental pillars for achieving global sustainability goals.
