FONPLATA’s 29th Governors’ Meeting Reaffirms Five-Year Roadmap in Brasilia
On August 12, FONPLATA’s Board of Governors held its 29th Meeting in Brasilia, Brazil, bringing together the highest authorities from its member countries to review the Bank's progress in 2025 and discuss strategic guidelines for future action.
The meeting was attended by two governors—Fernando Romero, Bolivia’s Minister of Planning for Development, and Antonio Negromonte Nascimento, Brazil’s Secretary of International Affairs and Development—and four alternate governors—Macarena Acuña, Argentina’s National Director of Prioritization and Strategy for International Financing; Viviane Vecchi Mendes Muller, Brazil’s Deputy Secretary for International Affairs and Development; Gerardo Alfredo Ruiz Díaz Franco, Paraguay’s Vice Minister of Economy and Planning; and Martín Vallcorba, Uruguay’s Vice Minister of Economy and Finance.
Paraguay—holder of the Presidency of the Board of Governors for the previous term—opened the meeting and handed over the chair to Uruguay, which will hold the Presidency until next year.
The governors approved the 2025 Annual Report, which outlines FONPLATA’s main achievements over the past fiscal year, highlighting the Bank’s institutional soundness, strengthened financial position, and sustained operational growth.
Opening the meeting, Paraguay highlighted the recent credit rating upgrade, noting that it “reflects responsible institutional and corporate management in the Bank’s operations.” The governors expressed a shared positive assessment of the Bank’s progress in 2025. Bolivia’s Governor congratulated FONPLATA on its Annual Report and on the improvement in its credit and risk ratings. Brazil’s representative expressed “satisfaction with FONPLATA’s performance over the past year,” while Paraguay’s Governor remarked: “It is gratifying to see the good news, achievements, and progress shared by this much-loved institution that is so important for the region.” He added: “These figures and both quantitative and qualitative achievements show that the Bank's management is on the right track.”
Uruguay's representative underscored the credit rating upgrade as a milestone that will help reduce the funding costs for financing member countries and praised the new instruments developed to meet emerging demands, as well as FONPLATA’s increased presence and growth in member countries. “We believe that all these elements paint a very positive picture of the administration’s performance and the achievements made,” concluded.
Member countries also reaffirmed their support for FONPLATA and the Bank’s growth strategy. Argentina’s representative congratulated the management for their work developing FONPLATA’s Institutional Strategy for 2027–2031 and reaffirmed the country’s commitment to the Bank “in this phase of expanded scale, financial innovation, and institutional soundness.”
Similarly, Paraguay’s representative reaffirmed his country’s support, stating that “Paraguay is strongly committed to regional organizations such as FONPLATA” and will make “the necessary efforts to provide them with greater capacity.” Later, he reiterated Paraguay's commitment to supporting the Bank in every way required to enable it to fulfill its institutional mission.
In reviewing the 2027–2031 Institutional Strategic Plan—designed as a roadmap to guide the Bank’s new phase of capitalization and expansion—the governors praised FONPLATA’s focus on regional integration, sustainability, operational efficiency, and institutional strengthening.
The governors highlighted the unique attributes that set FONPLATA apart within the multilateral system. Paraguay’s governor noted that the Bank is “a relatively small organization, thus, efficient and agile, working in a cooperative environment and contributing to the development goals of each member country,” while Brazil emphasized the importance of preserving “the Bank’s distinctive characteristics, closeness to clients, and agility in conducting operations.”
Uruguay stressed the need to maintain “agility and closeness as a core feature that distinguishes FONPLATA,” values repeatedly highlighted by member countries as essential to effectively addressing the region’s development needs.
The agenda also included an update on the institutional brand renewal process—an initiative aimed at mirroring FONPLATA’s evolution and future vision. Delegations commended the work presented and underscored the importance of aligning the institutional identity with the Bank’s growing regional standing.
Early in the morning, the delegation visited construction sites for the “Federal District Infrastructure and Urban Renewal Program – INFRA DF,” a USD 60-million initiative aimed at improving living conditions and urban well-being in the administrative regions of Taguatinga and Sol Nascente/Por do Sol. The program includes modernization and restoration of drainage systems; paving and urban renewal; accessibility and urban development; citizen participation; and institutional strengthening of the Federal District’s Secretariat of Public Works and Infrastructure.
In the afternoon, Ambassador Pedro Saldanha—Chief of Staff of the General Secretariat of the Brazilian Ministry of Foreign Affairs—received the delegation at the Itamaraty Palace on behalf of the host country.
The Board of Governors is FONPLATA’s highest decision-making body and provides an opportunity to reaffirm the member countries’ commitment to an agenda focused on regional integration, sustainable development, and improving people’s quality of life.
