Osasco - Advancing Toward a More Connected, Safer, and Inclusive City

FONPLATA - Development Bank reaffirms its commitment to sustainable urban development by supporting initiatives that respond directly to the needs of the population. In this context, the Bank is partnering with the Municipality of Osasco to implement the Mobility and Drainage Program (PROMOD), a transformative effort aimed at improving the quality of life for more than 400,000 residents through strategic investments in road infrastructure and stormwater management. The loan enabling the program’s execution was approved by the Executive Board on Tuesday, October 7.

Located in the São Paulo Metropolitan Region, Osasco is a dynamic urban center with a robust economy and has one of the highest population densities in Brazil. Its accelerated growth, however, has generated structural challenges that impact both productivity and public safety.

Insufficient road planning has led to traffic bottlenecks across key areas of the city, restricting access to essential services, prolonging travel times, and increasing greenhouse gas emissions. Simultaneously, the stormwater drainage system remains inadequate—particularly in vulnerable neighborhoods—resulting in recurrent flooding with serious material and public health consequences.

FONPLATA recognizes that these challenges demand integrated and forward-looking solutions. Through USD 50 million in financing, guaranteed by the Federative Republic of Brazil, the Bank is supporting the municipality to carry out the following structural interventions, which will have a total cost of USD 62.5 million:

  • Construction of an 800-meter viaduct featuring a dedicated lane for public transport, a bike path, and a pedestrian crossing.
  • Channeling of the Dos Andradas stream over 1,400 meters, alongside road upgrades of the Transversal Sul Avenue.
  • Paving and rehabilitation of existing roads to enhance urban connectivity.
  • Implementation of training and employment initiatives for women, including the “Elas Constroem” (Women Build) and “Elas Lideram” (Women Lead) programs.

These interventions will not only improve mobility and mitigate flood risks, but also foster gender equity, climate resilience, and access to safe public spaces. The project is fully aligned with the Sustainable Development Goals (SDGs) 5, 6, 9, 11, and 13.
