FONPLATA's mission is to support the integration of member countries to achieve harmonious and inclusive development, within and between the geographic areas of influence of the Río de la Plata Basin, through credit operations and non-reimbursable public sector resources.
What steps should be followed to submit a grievance or claim related to a project financed by FONPLATA?
Our five member countries — Argentina, Bolivia, Brazil, Paraguay, and Uruguay — are the recipients of credit operations, which are managed by executing agencies in each country.
We recommend first filing the claim with the corresponding country's executing agency, providing as much detail as possible, so that the executing agency can clearly identify the project and the exact nature of the claim.
If the process with the executing agency proves unsuccessful, or if for any reason direct contact with it is not preferred, we suggest following these steps:
1. Complete the electronic form below.
2. Claims must contain:
- Name and contact information of the claiming persons or organizations. Claims lacking this information will not be processed.
- If confidentiality of the claimant's identity is desired, this must be stated explicitly with reasons provided. If insufficient reasons are given, confidentiality will not be granted.
- Full description of the nature of the claim, including the date and location of the incident(s), and information about those involved and any witnesses.
- Detailed account of contacts with the executing agency (if any), including copies of communications sent and responses received where possible.
- Detailed account of contacts with FONPLATA staff (if any), including copies of communications sent and responses received where possible.
Upon receipt, FONPLATA will engage with the executing agency to obtain a response, which will be communicated to the claiming persons or organizations.
Claims included in the Exclusion List will not be accepted.
EXCLUSION LIST:
- Administrative or financial matters of FONPLATA.
- Anonymous or manifestly unfounded complaints.
- Matters already reviewed by FONPLATA's Operations and Countries Management, unless new evidence or circumstances exist that were not present when the original claim was filed.
- Matters specific to a claim already subject to arbitration or judicial proceedings in a FONPLATA member country.
- Claims relating to operations not yet approved.
- Claims submitted more than 12 months after the last disbursement of the relevant operation.
