BDMG and FONPLATA Sign a USD-30-Million Agreement to Finance Municipalities in Minas Gerais
Brazil’s Development Bank of Minas Gerais (BDMG) and FONPLATA — Development Bank finalized an agreement on June 25, establishing a new USD-30-million loan facility (approximately R$ 150 million). The funds will enable municipalities to finance infrastructure projects on favorable terms.
The signing of the agreement took place at BDMG’s headquarters in Belo Horizonte. The facility will finance projects related to sustainability, infrastructure, sanitation, public-space improvements, equipment procurement, and transportation, among other initiatives that improve quality of life and generate direct, on-the-ground impact.
Gabriel Viégas Neto, BDMG President, said that raising funds with partners such as FONPLATA is essential to expanding access to municipal credit under appropriate cost and term conditions. “BDMG reaches municipalities in all regions of the state, including the smallest ones that rely solely on the Bank as their source of financing. That means even residents of small towns can benefit from a project financed by BDMG—and this makes a real difference in people’s daily lives. With each new partnership, we expand our capacity to support municipalities,” he emphasized.
Eliana Dam, FONPLATA’s Vice President of Operations and Countries, highlighted the partnership’s strategic value: “This agreement represents much more than a financial transaction. It reflects the mutual trust between our institutions and our shared commitment to the sustainable development of these regions. We are confident this partnership will continue to generate opportunities, strengthen municipalities’ investment capacity, and improve the quality of life for the citizens of Minas Gerais.”
The partnership between BDMG and FONPLATA began in 2020 with a USD-36-million transaction. BDMG was the first Brazilian state-owned bank to obtain financing from FONPLATA. In 2024, the Bank raised USD 34 million—approximately R$170 million—from FONPLATA; those funds have already been made available to finance municipalities in Minas Gerais.
With this new transaction, FONPLATA renews its commitment to expanding its portfolio of non-sovereign-guarantee operations, increasing financing capacity for projects and initiatives by bringing in other development actors into the process.
